There is a craft component but you can still send with one stamp!

Turn a blank notecard into a loaded notecard by using paper to make extra pockets or baggies for goodies. Use tape, glue, stickers etc to create pattern, texture and embellish your card. The requirement for a 5 is that you must send at least 5 goodies. Senders choice.

I changed this to a type two swap. Even though there is a craft component, the ability to only send this with one stamp would by definition make this a type 2.
