What do you mean by "used stamp bags", are you referring to a glassine?

Stamps bags are little envelopes that people exchange postage stamps (usually used) with. The first person creates the "bag" (for themselves or a friend) and adds stamps, and each person after (usually up to 5) takes out 3 stamps to keep and puts 5 new stamps in. The last person sends it home to the person the bag was made for, and they get to keep all the stamps inside..

But I dont have any used stamp bags. Can I make new ones?

I think it's the stamps that are used, not the bags :) I would think new ones are fine.

For what it's worth, they're usually in smaller envelopes, like maybe the size of an index card or smaller. Here's a similar (but old) swap with some further details that might help:
